1.5 blueHDI - what is this part for

Hi everyone,
Today I was visually inspecting my engine and I noticed white material with similar to lime or dried urea texture on a part which is beneath the turbo compressor and which is connected to the DPF.
When I removed it I saw that there several small holes. It looks like a cooling part but it's possible these holes to provide some ventilation.
Could you tell me what is this part for (in the blue circle on the pic attached) and should I be concerned about this white material which was all over it.
